Here is the session, broken in to three parts. Firstly, Lord Bach's intro section, then the main debate and then the final section with Lord McNally (a Liberal Democrat Peer) speaking for the Government
I always feel like screaming to Lord McNally "It is not about you!" And other things like, WHY?
